Removed profile photo access validation that was preventing some participants from continuing their registration

Added the ability to retry unsuccessful participant merges

Updated eligibility checks during participant merges to ignore de‑registered registrations when assessing concurrency rules

Added a warning message when a participant uploads a profile photo for the first time

Updated the registration flow to automatically skip completed steps for returning participants
