Fixed a security defect to ensure input sanitization prevents attackers from using malicious strings for CSV injections

Fixed a bug where an incorrect flow opened when resuming a draft registration, resulting in some participants being unable to complete and submit the registration (error: please complete previous steps even when all steps were completed)

• The fix ensures the correct registration flow opens every time a draft is resumed (e.g., if the registration started as registration on behalf, resuming will continue in the same flow even if the participant resumes it themselves)
