An International Transfer Certificate (ITC) is required for every player aged 10 years or older who is playing football in Australia for the first time, is not an Australian citizen, or whose last registration was overseas. This is a FIFA requirement to ensure players are not under contract or suspended, and is applicable even if the player is an Australian citizen or if they have been registered in Australia previously. 


If a minor player, aged between 10 and 18, is applying for an ITC, there are a range of coloured forms to cater for the specific situation of the player. 


The below table highlights the differing coloured ITC forms for players to choose from to include in their ITC application: 


Aqua form explained:


An Aqua form is required with an ITC application if the player moving to Australia and unable to return to his/her country of origin, due to a threat upon their life or freedom on an account of race, religion, nationality, or membership of a particular social group or political opinion. 


Aqua forms are divided into 2 categories:

Aqua (1) if a player is an unaccompanied refugee, and moving to Australia without his/her parents or legal guardian, the documentation to be submitted is as follows: 


  • Documentation of academic education 
  • Employment contract and work permit of player where player is a professional 
  • Proof of birth of the player 
  • Proof of identity and nationality of the player 
  • Proof of refugee status of the player 
  • Proof of custody 
  • Authorisation of biological parents / legal guardian / custody holder 
  • Parental situation 
  • Status of new club 
  • Status of player with former club (FA to provide)


Aqua (2) if a player is an accompanied refugee, and moving to Australia with his/her parents or legal guardian, the documentation to be submitted is as follows:


  • Documentation of academic education 
  • Employment contract and work permit of player where player is a professional 
  • Proof of birth of the player 
  • Proof of identity and nationality of the player 
  • Proof of identity and nationality of the player’s parent(s) 
  • Proof of refugee status of the player’s parent(s) 
  • Proof of residence of the player’s parent(s) 
  • Status of new club
